北京市集体林权制度改革以“吃透中央精神,体现首都特色,积极稳妥推进”为指针,山区生态公益林按照“均股不分山、均利不分林”的原则开展明晰产权和“确权确股、确权确利”工作。商品林按照坚持家庭承包经营,全面放开搞活的原则,认真开展合同的梳理完善工作。通过“试点先行、稳步推进、全面推开”三步走,经过三年来的实践,到目前,全市纳入林改的12个区县已基本完成“明晰产权、确立主体、放活经营、强化管理、保障受益”的主体改革任务。
