人民银行县支行是县级金融事业管理机关,是全县金融体系的中心。在推进金融体制改革,转换人民银行职能的过程中,能否搞好县级人行党支部的建设,关系到党和国家的金融方针政策和法规能否在基层的工作中全面贯彻执行。党支部要真正起到联系群众、宣传群众、组织群众和团结群众的作用,保证金融工作顺利开展,就必须加强自身建设,把党员的教育和管理结合起来,增强党性,提高素质。现就加强县级人行党支部的建设,谈谈自己肤浅的认识。一、建设一个团结战斗的党支部党的十四大确定了建立社会主义市场经济体制的目标,金融战线面临的任务艰巨。(一)把懂业务会管理的“复合型”干部选进支部班子县级人行党支部的建设,首要的问题,是要选配好支部班子,尤其是党支部书记。只有重点选好一个人,才能团结调动一班人,影响带动一群人。

Building a Solidarity Fighting Party Branch The 14th CPC National Congress has set the goal of establishing a socialist market economic system. The task of facing the financial front is arduous. (1) The most important issue in selecting the “county-level” PBOC branch in charge of “branch cadres” who understand the management of the “business management” branch is to select the branch teams, especially the party branch secretaries. Only by selecting a key point can we mobilize a group of people and influence and drive a group of people.
