1 Main issues 1.1 Impact of ideological biases on law enforcement 1.1.1 A small number of law enforcement officials dominate the ideological bias. They believe that the administrative regulations and local regulations issued by the State Council and the Department are not as authoritative as the state legislatures in nature. Legislation promulgated by the legislature is therefore not as enforced as food hygiene or environmental protection laws in its implementation. 1.1.2 Individual factories do not regard local laws and regulations as a law, and they adopt wait-and-see, delay, and coping methods in the implementation process. 1.1.3 There are local laws and regulations that have limitations in individual leaders of some leading departments.
