党中央非常重视干部人事制度改革。近年来,江泽民同志就深化干部人事制度改革,建立和完善能上能下、充满活力、促进优秀人才脱颖而出的选人用人机制问题,作过一系列重要指示,特别是前不久更加明确地指出,要坚持把“三个代表”的要求落实到建设一支高素质干部队伍中去。我们要以邓小平理论和党的十五大精神为指导,按照江泽民同志关于“三个代表”的重要思想,总结经验,提高认识,认真落实中央下发的《深化干部人事制度改革纲要》(以下简称《纲要》)提出的各项任务,进一步加快干部人事制度改革的步伐,为建设适应新世纪要求的高素质干部队伍提供制度保证。
