(一)公文写作历史悠久。在我国,迄今所知最原始的文章形式——殷墟出土的甲骨卜辞,便是公文。因为在那个文章形成的初期,在那个人民群众不掌握文化和书写工具的时代,“私文”的历史是难以开篇的。“神州古籍,唯此为先”的《尚书》,是一部以公文为主的文献总集。据说经孔子所删定,而且作为他传授弟子的“六艺”之一,被儒家尊为经典,因此又称为《书经》。鲁迅在《汉文学史纲要》中指出:“《书》之体例有六:曰典,曰谟,曰训,曰诰,曰誓,曰命,是称六
