长期以来,乡镇一级卫生行政管理工作,一直由乡镇卫生院担任,实行一套机构、两种职能的混合体制,集行政和医疗、防保工作于一身,存在着政事不分,责职不明的弊端。实行政事分设,建立一个卫生行政工作班子行使管理职能,不但可以加强卫生行政管理工作,同时也可使乡镇卫生院集中精力,引进企业管理的办法,搞好自身建设,提高医疗服务质量。
