新常态下,就业形势正在发生显著变化,情况错综复杂,各种矛盾相互交织,就业的主要矛盾正在转换,部分行业、地区形势严峻。正确判断形势,抓住主要矛盾,坚持就业优先战略,实施更加积极的就业政策,对于保持“十三五”时期就业全局的稳定,实现“就业比较充分”和“更高质量就业”的目标意义重大。一、对就业形势的总体判断总的来看,我国就业形势总体稳定,就业结构趋势向好,就业质量继续改善,就业政策更加完善。
Under the new normal, the employment situation is undergoing significant changes. The situation is complicated and all kinds of contradictions are intertwined. The major contradictions in employment are being transformed. Some industries and regions are facing harsh conditions. Correctly judge the situation, seize the major contradictions, adhere to the employment priority strategy and implement a more active employment policy. In order to maintain the overall employment stability in the “13th Five-Year Plan” and achieve “more adequate employment” and “higher quality Employment ”the goal is significant. I. Overall Judgment on the Employment Situation In general, the employment situation in our country is generally stable with an upward trend in employment structure. The quality of employment continues to improve and the employment policy has been further improved.
