杨自祥是湖南省新化县职工社会保险所的所长。他是自1988年县企业社会保险所成立起,就在这里工作的。1995年,他当上所长。10余年来,他与全所职工,走东家串西家,风里来,雨里去,向职工群众宣传社会保险的优越性,动员企业为职工投保,跑遍了全县所有企业。功夫不负有心人,经杨所长和全所同志的努力,现在全县100％的企业都投了保,每月交来的保险费100多万元,除按规定发给参保单位离退休人员养老金外,尚有一定的结余。几年过去,就形成一笔数目可观的基金了。在一个小小县城,这笔钱颇受各方的关注。
