太原解放后,中共山西省委为改造吸收阎锡山政权的旧军政人员参加革命工作,于1949年6月间成立了山西公学.当时对旧人员实行叫作包下来的政策,凡愿参加革命工作者均由接管同志谈话后送山西公学学习.公学在城内皇华馆开设一个政治训练班.当时正式的名称叫山西公学政治研究班,大门口挂的是研究班的牌子.不过人们口头上都称为政治训练班.将一些职级较高的和年龄较大的旧人员分配在这个班学习.人数约有200多人,其中有原阎锡山同志会高干王谦(尊光),省府秘书长李培德,卸任秘书长冉超武,卸任的教育厅代厅长刘逢炎等人.这个班先由韩纯德后由李慰负责,下分三个队,由杨自秀、李维新和刘志弘分任队长.智力展也是个工作人员.队下分组.学习方式是听报告和分组讨论.学习内容是毛泽东的《中国革命与中国共产党》、《新民主主义论》、《论联合政府》等著作.讨论中对阎锡山统治山西的罪恶给予揭发和批判.此外,还回忆个人的历史,写自传等.通过学习使参加学习的人员在思想上初步同阎锡山划清界限,认识到自己在反动政权下,对人民犯下的罪恶,决心弃旧图新,改变立场,为人民服务.政治训练班学员,除开学和结业两次典礼都到大营盘与公学本部学员一起活动,及纪念党的28周年时在文庙集合听王中青宣
