依法治国是邓小平理论的重要组成部分。江泽民同志根据邓小平的民主法制思想,在党的十五大报告中对依法治国的含义、作用、要求,作了全面、科学的论述。当前全国正在学习和贯彻依法治国,对如何实现依法治国进行广泛而深入的讨论。李鹏同志在全国人大常委会首次举办的法制讲座上指出:“依法治国,归根结底就是依照宪法治国。”本文拟就依法治国首先要树立和维护宪法权威、树立和维护宪法权威的实际内容是什么以及怎样树立和维护宪法权威谈些看法,以和大家讨论。
