《中国共产党党内监督条例》是我党历史上第一个比较全面、系统的党内监督制度规范,标志着我党的党内监督工作进入规范化、制度化的新阶段。条例在组织建设上强调党内民主是党内监督的基础,规定了发展党内民主的一系列具体措施和要求;在作风建设上监督对象直至最高层和一把手,从依靠权力反腐转向依靠制度反腐,在党的制度建设上强调党内监督重在制度建设,形成了一套比较完整、系统的党内监督机制,对党的建设作出了新的贡献,是对党的建设理论的丰富和发展。
The “Regulations on Supervision within the Communist Party of China” is the first more comprehensive and systematic standard for inner-party supervision in our party’s history, marking a new stage in our party’s inner-party supervision work that has been standardized and institutionalized. The regulations emphasize intra-Party democracy as the basis for intra-party supervision and stipulate a series of specific measures and requirements for developing intra-party democracy. They supervise objects up to the highest level and number-one leaders in their work style building, from relying on power anti-corruption to relying on system anti-corruption , Stressing that inner-party supervision focuses on institution-building on the party’s system construction and has formed a relatively complete and systematic mechanism for inner-party supervision and made new contributions to the party’s construction. This is the enrichment and development of the party’s construction theory .
