为实现各大教育系统之间的沟通衔接、认证多样化的学习成果、引导和支持人们终身学习,不少国家或地区都建立了国家资格框架,作为构建终身教育体系的一项基础性工程。本文以我国香港特别行政区近年来建立的资格框架系统为例,简要介绍了其建设目标、主要内容、过程进展以及未来走向等,并提出其对于我国大陆地区开展相关工作的5点启示。中国香港地区资格框架的建设经验,对于我国落实《教育规划纲要》中搭建人才培养立交桥的战略目标,具有重要的参考和借鉴价值。
In order to achieve communication and connection among major education systems, certify diversified learning achievements, and guide and support people’s lifelong learning, many countries and regions have established national qualification frameworks as a basic project for building lifelong education systems. Taking the qualification framework system set up by Hong Kong Special Administrative Region in recent years as an example, this article briefly introduces its construction goals, main contents, process progress and future trends, and puts forward its five enlightenments for carrying out related work in mainland China. The experience of building the qualification framework in Hong Kong, China, has an important reference and reference value for our country to implement the strategic goal of building overpasses for personnel training in the Outline of Education Plan.
