改革开放以来,钟山县委、县人民政府以科技兴县为战略,科技进步为先导,有领导、有计划、有目标、有步骤、有措施地进行科技体制改革的探索,取得了可喜成绩。1993年全县国民生产总值达91978万元,比上年增长31.99％,比广西同期增长21.7％高出10.82个百分点。1991～1993年科技进步对经济发展的平均增长贡献份额较1988～1990年平均提高了6.68个百分点。1994年成为国家科技工作先进县。 10年来,钟山县在推动科技与经济协调发展以及建立密切结合的机制上抓了七方面工作,即“七到位”。 一、科技意识到位 通过开展多层次、多形式的科技宣传、科技教育和科技实践等活动,使广大干部群众在头脑中逐步形成了依靠科技加速经济发展的强烈意识,进而积极主动地投身到依靠科技促进经济发展的实践中去。意识的到位,促使各级领导班子增强了紧迫感和责任感,把科技工作置于经济发展的首位,加强领导,不断增强领导力度。
