作为太行山综合开发治理的早期参加者,河北林学院高级工程师周怀军曾发表学术论文上百篇,其研究成果和技术推广曾多次荣获国家、省、市有关部门的各种奖励。1991年9月,他舍弃教学和科研工作,选择了条件最为艰苦的集“山、老、边、库、贫”五区合一的阜平县任科技副县长。从此,他把一颗心交给了阜平,交给了阜平的扶贫事业。“扶贫要有扶法。再难,也要闯出条路来!”
