情报机构兼业化是近几年出现的一种新现象。文章分析了情报机构兼业化的成因、得失及出路。情报机构兼业化增强了情报机构企业化性质管理的力度,同时也加大了情报机构行为合理化的摩擦系数。阐述了情报机构兼业化的出路在于情报机构的自我设计和国家情报政策的引导。
It is a new phenomenon that appears in recent years for the intelligence agency to become part-time. The article analyzes the causes, gains and losses and ways out of the merging of intelligence agencies. The incorporation of intelligence agencies in their own posts has strengthened the management of the intelligence nature of the enterprises and at the same time increased the coefficient of friction in the rationalization of intelligence agencies. It expounds that the way out for the intelligence agencies to become part-time depends on the self-design of intelligence agencies and the guidance of national intelligence policies.
