生产力决定生产关系,经济基础决定上层建筑。解决中国所有问题要靠经济的发展,解决水利的所有问题要靠经济的发展,解决水利现在面临的突出问题同样要靠经济的发展。
Productivity determines the relationship of production, the economic base determines the superstructure. To solve all the problems in China depends on economic development, all the problems of water conservancy should be solved by economic development. The outstanding problems that water conservancy now faces also rely on economic development.
