史瀚波专著《乱世中的信任》是英语学术界有关天津城市史研究的上佳之作。该书讲述1916至1937年,天津的新式现代银行努力在军阀混战、学潮罢工、国民政府重夺政治与金融主导权及日本侵华等多重困境中,成功树立起市民对现代银行及其发行的纸币的“非私人性信赖”。但该书亦反映出美国中国城市史研究中的不足之处,如过度依赖“公共空间”等舶来理论研究中国近代史;致力还原精英的历史而未能更好地还原民众在城市史发展中扮演的角色;因偏重近代“单体城市”如上海、武汉等地,忽略中国历史由来已久的“城乡连续统一体”之现实,以致陷入“近代中国内陆随沿海兴起而衰败”的臆断;不能从区域一体化的高度探讨城乡互动,加剧了美国的中国近代城市与乡村研究之间的断裂等。
