《中国共产党军队委员会工作条例(试行)》中明确规定,党委议事和决策必须贯彻集体领导、民主集中、个别酝酿、会议决定的原则。“个别酝酿”作为“十六字”原则的重要组成部分,是党委集体领导和科学决策的重要环节。“个别酝酿”的质量,直接关系到议事是否民主,决策是否正确,民意是否体现。随着人武部编制体制的调整和人员的更新,影响“个别酝酿”的质量的因素有所显现,值得关注。我在学习《条例》的过程中,结合人武部党委班子建设的实际,有几点初浅的思考。
The Work Regulations of the Communist Party of China Army Committee (Provisional) clearly stipulates that the principles of collective leadership, democratic centralism, individual deliberation, and meeting decisions must be implemented in the deliberations and decisions of party committees. “Individual brewing” as an important component of the principle of “Sixteen Characters” is an important part of the collective leadership and scientific decision-making of party committees. The quality of “individual brewing” is directly related to whether the proceedings are democratic, whether the decision-making is correct or whether public opinion is reflected. With the adjustment of the preparation system of the Ministry of People’s Armed Police Force and the renewal of personnel, the factors that affect the quality of “individual brewing” have appeared and are worthy of attention. During my study of the “Regulations,” I considered some initial and superficial considerations in the light of the actual situation in the construction of the party committees under the Ministry of People’s Armed Police Force.
