本文认为，行政制度结构的优化，是行政持续发展的必然需要，也是行政现代化的一个重要内容和根本性的保障条件。行政制度结构优化的重要途径是行政制度结构的适度分化与整合的结合。要优化我国的行政制度结构体系，就应当改变我国目前一些行政制度结构分化不足和分化过度的状况，使我国的行政制度结构分化适度，但同时，我们必须配之以行政制度结构的整合。
This article argues that the optimization of the administrative system structure is an inevitable requirement for the continuous development of the administration and an important content and a fundamental guarantee for the modernization of the administration. The important way to optimize the structure of the administrative system is the combination of proper differentiation and integration of the administrative system structure. To optimize China’s system of administrative structure, we should change the current situation of the inadequate and excessive differentiation of some administrative systems in our country and make our country’s administrative system structure moderately differentiated. However, at the same time, we must be accompanied by the consolidation of the administrative system.
