江苏省射阳县特庸乡四周受里下河地区高水位河道环抱,全乡9.6万亩耕地处于历史洪涝水位线以下,洪涝灾害交替发生。为根治水患,特庸乡党委、政府决定集中财力、物力、人力,计划用3年时间建设战备河以东62平方公里的红旗大联圩。两年来,红旗大联圩的建设,在科学规划、科学设计、科学施工和科学管理方面走出了一条科技兴水之路。
