(一)1991年,上钢五厂在上海市经委、市体改办,市财政局等有关领导部门的关心支持下,以第四轧钢分厂,即30万吨合金钢棒材工程为基础组建了“上海沪昌特殊钢股份有限公司”(以下简称沪昌公司)。30万吨合金钢棒材工程是我厂消化小三线八五钢厂的“安置”项目,直接投资额高达4.14亿元。这个工程如果靠我厂的自有资金,是十分有限的。这项工程从1988年12月开工后,由于资金不到位,工程一拖再拖。第二条路就是向银行贷款。借钱必须还本付息,象30万吨合金钢棒材工程这样的巨额投资,要靠上钢五厂自身盈余的利润去还本付息,事实上
