江总书记1995年底视察深圳时指出,深圳经济特区除了发挥原有的对外开放的“窗口”作用,经济体制改革的“试验场”作用,对内地的示范、辐射和带动作用外,“还要发挥一个新作用,就是在恢复对香港行使主权和保持香港繁荣稳定方面起促进作用”。这是党中央、国务院在新形势下赋予深圳的特殊使命。深圳特区必须肩负起历史重任,增创新优势,更上一层楼,为促进香港的繁荣稳定作出积极贡献。
General Secretary Jiang’s visit to Shenzhen in late 1995 pointed out: Apart from exerting the original “window” function of opening to the outside world, the “test ground” role of economic reform and the role of demonstration, radiation and driving force in the Mainland, Shenzhen Special Economic Zone has “ To play a new role is to promote the exercise of sovereignty over Hong Kong and to maintain Hong Kong’s prosperity and stability. ” This is the special mission entrusted to Shenzhen by the Central Party Committee and the State Council under the new situation. The Shenzhen Special Administrative Region must shoulder its historic mission of creating a new advantage and building on the next level, making a positive contribution to the prosperity and stability of Hong Kong.
