国务院同意国家统计局《关于加强和改革统计工作的报告》,现转发给你们,请认真研究执行。统计工作是了解国情国力、指导国民经济和社会发展的一个非常重要的手段。统计工作搞好了,才能编制出符合实际的经济和社会发展计划,并监督计划的执行;国家对经济的干预以及经济理论的研究工作,才能有可靠的依据。因此,各级人民政府和各主管部门要进一步加强对统计工作的领导,并把它作为改进经济管理的一项重要的基础工作来抓,列入议事日程,定期讨论检查。要认真加强农村人民公社和企业、事业单位的统计工作,使统计工作建立在扎实可靠的基础上。要坚决反对弄虚作假,反对为了本单位利益而谎报或修改统计数字,保证统计数字的搜集和上报不受任何人的干扰。目前统计部门存在的力量薄弱问题,要切实予以解决;必需的统计业务经费和其他工作条件,要给以保证。统计部门要认真改进工作,完善统计标准,在搞好全面报表的同时,大力开展抽样调查和典型调查,努力提高数字的准确性,搞好综合平衡统计,加强经济分析和统计监督,使统计工作更好地为社会主义现代化建设服务。
