事业单位改革是行政管理体制改革的重要组成部分,任务复杂艰巨。30多年来,我国事业单位改革取得了较大进展,但是依然存在一些深层次的问题和障碍。2011年,中共中央、国务院印发的《关于分类推进事业单位改革的指导意见》,开启了新一轮事业单位改革的进程。然而5年过去,第一阶段改革目标尚未全面完成。事业单位分类改革和工资制度改革尚在进行当中,有关制度规范和配套政策措施尚未出台。事业单位改革怎样
Institutional reform is an important part of the reform of the administrative system and its tasks are complicated and arduous. Over the past 30 years, great progress has been made in the reform of public institutions in our country. However, there are still some deep-seated problems and obstacles. In 2011, the Guiding Opinions on the Classification and Promotion of Institutional Reforms Issued by the Central Committee of the Communist Party of China and the State Council opened the course for the reform of a new round of public institutions. However, in the past five years, the goal of the first phase of reform has not yet been fully completed. Institutional reform and wage system reform is still underway, the system of norms and supporting policies and measures have not been introduced. How to reform the institutions?
