It has recently been reported that the ill-fated Czech President Vaclav Havel proposed to present the current U.S. Secretary of State Albright of Czechoslovakia to the Czech presidency. Not kidding? Javier said he was absolutely serious. His spokesman said at the end of last year that the idea of the president sprouted on his return trip to the United States in September.
