为深入贯彻省政府《关于加快养老产业发展的意见》(辽政发[2004]19号),加快推进以养老为重点的社会福利社会化进程,促进老年社会福利事业的发展,动员各级党委政府、各有关部门、社会各界和广大人民群众都来关注、支持和参与养老工作,省民政厅决定从今年开始用3年时间在全省开展“敬老行动”。今年是全省开展“敬老行动”的第一年,结合民政部在全国范围内开展养老服务社会化示范活动精神,制定本方案。
