随着我国改革开放的进一步深化,社会经济持续高速发展,人民生活水平稳步提高,整个教育事业步入了良性发展的轨道。正是在这种大背景下,我国的小学音乐教育获得了难得的良好发展机遇,受到了党和政府前所未有的重视。从各级教育行政部门对小学音乐教育的管理、咨询、教研机构的建立,对小学音乐教育工作指导的法规与文件的制订,一系列有声有色课外活动的开展,大量高质量的小学音乐教材编写以及小学音乐课开课率的大面积提升等各方面,都取得了有目共睹的成绩。
