界定了集体林权流转的内涵和外延,分析了当前集体林权流转的主要特点,深入研究了当前集体林权流转存在着缺乏专门的法律法规规范,流转管理服务不到位,流转程序和内容不规范,滞留大量历史遗留问题,流转收益分配使用不够合理,森林资源资产评估体系不完善,以及政府行政干预林权流转等问题。提出了规范集体林权流转的对策建议。
The connotation and denotation of collective forest tenure transfer are analyzed. The main characteristics of collective forest tenure transfer are analyzed. There is a lack of specialized laws and regulations in circulation of current collective forest tenure rights. The transfer management service is not in place. Normative, stranded a large number of problems left over by history, the distribution of proceeds is not used properly, the forest resources and assets assessment system is not perfect, as well as government administrative intervention in the transfer of forest rights and other issues. Proposed countermeasures and suggestions to regulate the circulation of collective forest rights.
