适时、科学地编制和发布人才需求目录,是政府人事部门转变职能,服务于经济社会发展大局,推进人才资源开发,实施人才强国战略的重要举措。结合四川省编制人才需求目录的工作实际,我们认为,要增强《目录》的科学性、合理性、前瞻性、实用性和可操作性,充分发挥其宏观调控和指导作用,在编制和发布过程中需要把握四个关键点。
