社区自组织的发展和培育,是中国社区向自治渐进发展的必然途径。自组织是不同于社区组织的,它的形成完全是用于满足社区居民共同生活需求和维护共同权益而滋生并发展的,是不承担政府公共管理功能的自我管理组织。它是一种居民根据自己的利益需求自愿组合并可持续的组织形式
The development and cultivation of community self-organization is an inevitable way for Chinese communities to progressively develop toward self-government. Self-organization is different from the community organization, its formation is completely used to meet the needs of community residents living together and safeguarding the common rights and breeding and development, does not assume the government’s public management functions of self-management organizations. It is a form of organization in which the inhabitants voluntarily assemble and sustain themselves according to the needs of their own interests
