顺畅的公交体制是宁波构筑现代都市的重要基础和前提。目前,宁波的公交实行属地管理,公交体制不能适应经济社会发展的要求和“六个加快”的需要,“城市病”严重。因此,宁波需要在政府主导和以企业为主体的前提下,理顺公交体制,大力实施公交优先发展战略,快速提升公共服务功能来适应加快构筑现代都市的需要。
Smooth bus system is an important foundation and premise for Ningbo to build a modern city. At present, the public transport in Ningbo is geographically managed. The public transport system can not meet the requirements of economic and social development and the needs of “six accelerating” and “urban diseases” are serious. Therefore, under the premise of government-led and enterprise-oriented, Ningbo needs to rationalize the bus system, vigorously implement the bus priority development strategy, and rapidly upgrade public service functions to meet the needs of accelerating the construction of modern cities.
