(一) 1988年8月,党中央、国务院批准了发展我国高新技术产业的火炬计划。火炬计划提出,在智力密集的大中城市以及对外开放条件较好、对高新技术有一定吸收消化能力的沿海城市,建立高新技术产业开发区。同年,天津新技术产业园区应运而生。李瑞环同志亲笔题写了区名。1991年3月,天津园区被国务院批准为国家高新技术产业开发区。几年来,在国家科委和天津市委、市政府的领导下,园区建设取得了显著成绩:
(I) In August 1988, the Party Central Committee and the State Council approved the torch plan for developing high-tech industries in our country. The Torch Plan puts forward that a hi-tech industrial development zone should be set up in cities with large intelligence and in open areas as well as in coastal cities where high and new technologies have a certain capacity to absorb and digest. In the same year, Tianjin New Technology Industrial Park came into being. Comrade Li Ruihuan personally wrote the name of the district. March 1991, Tianjin Park was approved by the State Council as a national high-tech industry development zone. Over the past few years, under the leadership of the State Science and Technology Commission and Tianjin Municipal Party Committee and Municipal Government, remarkable achievements have been made in the construction of the park:
