问:为什么要在本市实施科技外向型“百项计划”? 答:改革开放以来,特别是《中共中央关于科技体制改革的决定》发布以来,我市科技事业、科技产业和整个科技工作的面貌都发生了巨大的变化,科技对经济发展和社会进步的影响不断增大,科技与经济一体化的步伐不断加快,发展高科技实现产业化是实现科技经济一体化的核心。实践证明,发展高科技离不开国际合作,实现高科技产业化,也离不开国际科技、经济与金融的合作。发展科技外向型工作,实现科技国际化是加速我市经济外向型发展的重要基础。
