第一章总则第一条为了促进全民所有制商业企业(以下简称企业)转换经营机制,增强企业活力,提高企业经济效益,根据《全民所有制工业企业转换经营机制条例》(以下简称《条列》),制定本办法。第二条企业转换经营机制的目标是:使企业适应市场的要求,成为依法自主经营、自负盈亏、自我发展、自我约束的商品经营单位,成为独立享有民事权力和承担民事义务的企业法人。
