已建成的济南黄河标准化堤防首期工程全长66.55公里,贯穿槐荫、天桥、历城三个区。标准化堤防生态防护工程依托黄河防洪工程而建,是建设生态黄河的重要组成部分。按照生态防护工程设计标准,已沿黄河大堤初步营造了“六条绿化带”。一是黄河滩地综合开发带。黄河主河道两侧滩地宽度,从近百米到几百米不等,考虑到汛期河道行洪的要求,宜以种植牧草为主,形成一个平坦开阔的天然牧场。二是临河防浪林带。按照黄河防洪工程建设要求,在大堤临河堤坡以外种植30米宽的垂柳。三是堤防行道林带。即在12米宽的黄河大堤顶两侧各种植一行垂柳、一行红叶李。重点堤段种植松柏等优质常绿树种;堤肩种植花卉和草皮。四是淤背区适生林和经济林带。按照“林草间作”的种植结构,在甲均宽度100米的黄河淤背区内,种植黑杨、银杏、翠竹、松柏等,部分堤段种植各娄果树,逐步向采摘农业发展;重点地段进行了专门绿化园林设计,形成了目前黄河风貌带的绿色长廊。五是临、背堤坡林草带。按平均大堤高度8米、坡度一比三计算,临、背堤坡宽度为48米。对紧靠绕城高架路的堤段进行了重点绿化美化,种植了五角枫、火炬树、翠竹、黄杨、冬青等美化树种。其它堤段种植了杨树和刺槐。形成乔、灌木结合,树草并茂的生态防护林带。六是背河护堤林带。在背河堤脚外种植了10米宽的杨、柳树。“六条绿化带”,除黄河滩地综合开发带尚未实施,其它五条绿化带总宽度200米,目前已基本完成。
