当前,借助于手机、固定电话、网络等通信工具和网银技术实施的非接触式诈骗犯罪越来越多,给人民群众造成了很大的损失。尽管国家各部门联合基础电信运营企业通过各种方式不断进行安全警示和宣传,但据中国银监会消费者保护局统计,近年来全国通讯信息诈骗平均每年损失仍达100亿元,而大部分诈骗者身在境外难以追缴。2017年第一季度,据腾讯安全发布的《反电信网络诈骗大数据报告》显示,第一季度案件总数虽然大幅下降近30%,但是涉案金额仍高达33.4亿元,各地利用伪基站、“来电改号”、“补卡截码”等通讯信息手段诈骗类刑事案件数量不断增加。
