(一) 1958年和1959年以来。伴随着连续大跃进的形势,河南省出现了蓬蓬勃勃的全党办报的新高潮。现在,书记挂帅的党委通讯组,遍布全省各地区、各战线,形成了一个党委直接领导的、群众性的通讯报道网。各级党委除了加强自己的报刊的领导外,都把办好省委机关报——河南日报作为一项重要的政治任务,全面地组织和领导群众性的通讯报道运动,从各方面支持编辑部的工作;许多党委负责同志积极为报纸撰写稿件,亲自主持会议部署通讯工作,帮助通讯组制定报道计划。因此,大批稿件源源不断地涌到编辑部,数量倍增,质量也有显著提高。河南日报发表的地方新闻,四分之三是通讯组和通讯员写的。这对河南日报抓好方向性问题的报道,提高言论质量,改进文風,都起着十分巨大的作用;为增强河南日报的思想性、战斗性和指导性创造了空前良好的条件;为报纸工作继续跃进打开了崭新的局面。这是党的社会主义建设总路线在新闻工作中的胜利,是党的群众路线在新闻工作中的胜利。
