当前,我国在金融市场开放、金融市场竞争机制、金融市场价格形成机制、金融市场退出规则等方面,存在制约市场高效配置金融要素的体制障碍。实际上,市场在金融体系中的决定性作用,体现为在金融体系中建设自由进入、充分竞争、市场价格、优胜劣汰的现代市场体系。改革突破口应包括构建更具包容性的金融服务业、有针对性地完善市场利率体系和浮动汇率制度、建立市场化退出渠道、优化金融监管重点等方面。
At present, there are institutional obstacles that restrict the efficient allocation of financial elements in the market in our country in terms of the opening up of financial markets, the competition mechanism in financial markets, the formation mechanism of financial market prices and the exit rules of financial markets. In fact, the decisive role of the market in the financial system is manifested in the construction of a modern market system with free entry, full competition, market prices and the survival of the fittest in the financial system. The breakthroughs in the reform should include building a more inclusive financial service industry, improving the market interest rate system and the floating exchange rate system in a targeted manner, establishing a market-oriented exit channel and optimizing financial supervision priorities.
