政府、媒体与公民:应急传播及其主体关系研究

我国当前正处在突发事件的高发期,突发事件的形成原因复杂,同时充满了不确定性,在这一前提下,应急传播制度的构建已提上日程。而任何制度的构建和创新,都需以明确、合法的权利与义务边界为基础。本文通过围绕应急传播概念等基本理论问题进行深入研究,找准应急传播的产生源头、传播模式和规制方式。尤其是在理论层面上确定应急传播制度中的权利与义务主体,主要包括政府、媒体与公民,以及它们之间权责关系的界定,为未来国家应急传播的制度构建和体系运行提供基本的指导思路和原则方向。 At present, China is in the high incidence of emergencies. The formation of emergencies is complicated and full of uncertainty. Under this premise, the construction of an emergency communication system has been put on the agenda. The construction and innovation of any system must be based on a clear and legitimate boundary of rights and obligations. In this paper, through deep research on basic theoretical issues such as the concept of emergency communication, we identify the source, mode of transmission and regulation of emergency communication. Especially on the theoretical level, the main body of rights and obligations in the system of emergency communication is determined, including the definition of the government, media and citizens, as well as the relation of rights and responsibilities between them, so as to provide the basic guidance for the system construction and system operation of the future national emergency communication Ideas and principles.
