(一) 近几年来,许多中小港口和临海靠水的地区或者是新开发的经济特区,都在积极的思考和筹划在本港或所管辖的经济区域内建设集装箱码头,开展集装箱运输。据我们所知:像营口、烟台、石臼、宁波、汕头、北海、海口、八所等沿海港口和长江沿岸的一些河港,都早已就有建设专用集装码头、开展国际集装箱运输的设想和期望。目前有的港正在做规划、有的港正在做可行性研究、有的港前期工作已完成正在通过各种渠道筹集资金……。上述情况足以说明我国的集装箱运输事业正在迅速发展。
