建国以来,各级卫生行政部门经过几十年的努力,逐步建立起一套自上而下的全国卫生统计报告系统,采集了大量卫生统计调查数据,在制定卫生事业计划中发挥了应有的服务功能,为加强卫生事业管理起到了一定的信息咨询作用。 二十一世纪即将到来,在卫生改革与发展进程中,卫生工作正处于从计划经济向市场经济转变和政府职能转变之中,面对现状,总结以往经验,卫生统计系统必须适应深化卫生改革、加强卫生事业宏观调控的需要。为了达到这一目的,卫生统计工作必须解放思想,在观念、手段和方法上进行创新,改
Since the founding of the People’s Republic of China, health administrative departments at all levels have, after decades of efforts, gradually established a top-down national health statistics reporting system, collected a large number of health statistical survey data, and played a due role in formulating the health business plan. The service function played a certain role in information consultation to strengthen the management of the health industry. In the coming of the 21st century, in the process of health reform and development, health work is undergoing a transition from a planned economy to a market economy and the transformation of government functions. Facing the status quo and summing up past experience, the health statistics system must adapt to the deepening of health reforms. Strengthen the need for macroeconomic control of the health sector. In order to achieve this goal, health statistics must emancipate the mind and innovate in concepts, means and methods.
