第三方监测是我国近年在重大工程建设领域,参照国际惯例推行的一项科学管理制度,目前主要在重大工程建设的土建施工阶段实施,履行“客观、独立、公正”的评断和指导施工。文章针对地铁工程土建施工的特点,重点探讨了第三方监测的目的、特点、主要内容、任务及第三方监测的频率、周期、安全警戒值控制标准等问题,分析了第三方监测工作的重点、难点及方案制定的总体原则。
