清官与贪官到底谁快乐?这是个人生态度问题。有人说,贪官贪污受贿,腰缠万贯,花天酒地,纸醉金迷,肯定比清官快乐。但肯定有很多人不会同意这种看法,这既包括众多清官,也包括支持清官的人,康熙皇帝就是其中的一个。据《清史稿》记,康熙非常注意奖掖、扶植清官。他不是等清官去世后才谥什么号,而是在清官还健在时就予以表彰重用。他还大力宣传做清官的好处：“尔等为官,以清廉为第一。为清官甚乐,不但一时百姓感仰,即离任之后,百姓追思,建祠尸祝,岂非盛事?从来百姓最愚而实难欺,官员是非贤不肖,人人有口,不能强之使加毁誉。尔等各宜自勉。”
