当前,大批国有、集体企业职工从传统产业中退出来,与城镇新增劳动力、农村剩余劳动力交汇在一起,使我市城镇就业形势更加严峻。如何充分发挥社区的优势,切实做好下岗职工和失业人员的再就业工作,是摆在各级政府和劳动保障系统面前的一项新任务。一、今后一段时期将是我市失业职工进入社区的高峰期南平市是福建省的老工业基地,1997年被列入全国优化资本结构试点城市,2000年被列入全省“两促进”(促进国有经济布局调整、促进国有企业战略重组)试点城市。随着体制转型、结构调整和企业改革的深化,大批国有、集体企业职工从传统产业中退出来,其力度之大,范围之广、数量之多乃前所未有。2001年我市共有25519人与企业解除劳动关系,领取失业救济金,古企业从业人数的9.4%,占1997年我市建立再就业中心以来与企业解除劳动关系总数的45.98%。同时,经调查摸底,2002年将有37032名、2003年还有18083名职工拟与企业解除劳动关系。由此可见,当前乃至今后一个时期是我市失业职工进入社区的一个高峰期。

In 2001, a total of 25519 people in our city were relieved of labor relations with the enterprises, received unemployment benefits, 9.4% of the employees in the old enterprises, and 45.98% of the total number of enterprises withdrew from the enterprises in 1997 since the establishment of the reemployment center in the city. At the same time, after thorough investigation, there will be 37,032 in 2002. In 2003, there are also 18,083 employees who intend to terminate their labor relations with the enterprises.
