杭州市人民政府办公厅于2002年3月下旬正式下发了《关于进一步发展非正规组织就业和促进就业弱势人员再就业的若干意见》,对非正规就业劳动组织、下岗失业人员再就业的优惠待遇、就业弱势人员的界定、用人单位招用就业弱势人员的补偿办法、就业弱势人员的技能培训等方面作出了明确规定。现作如下介绍:关于对非正规就业劳动组织的认定该文件规定,失业、下岗人员凡创办从事以下服务项目的劳动组织,均可认定为非正规就业劳动组织:家庭清洁卫生、病人看护、操持家务、养老服务、幼儿看护和教育、幼儿或学生接送、孕产妇与新生儿护理、小家电与日用物品维修;
