去年各海区局在农业部领导下,在各省、自治区、直辖市渔业主管部门和有关单位的支持协助下,认真贯彻执行国家有关法规,积极落实海区渔政工作会议精神,抓住重点,打开了海区渔政渔港监督管理工作的新局面。但是,渔政渔港监督管理工作依然存在不少困难和问题,如外海渔业管理力不从心,涉外渔业事件时有发生,南方沿海电、炸、毒鱼猖獗,东海区渔船建造失控,渤海拖网作业尚未得到根本制止,对北部湾渔业管理问题研究得还不够,等等。 当前我国渔业发展进入了一个新的历史时期,渔政渔港监督管理工作相应地也面临新的形势,在社会主义市场经济条件下,如何进一步加强渔业资源和环境的保护,实行科学管理,促进渔业经济体制和经济增长方式的根本性转变,将一个健康持续发展的渔业带入下个世纪;如何加强外海渔业的管理,建立正常的渔业生产秩序,维护我国的渔业权益等等,都对我们渔政渔港监督管理工作提出了新的更高的要求。
