安全发展理念是社会主义和谐社会的基本特征之一,坚持安全发展理念,促进安全生产形势持续稳定的发展,最大限度地减少人民群众的生命财产损失,是建设和谐社会的基本前提、重要内容和必然要求。而作为意识形态的安全文化,则对安全生产实践起着推动作用。伴随着现代民航业的快速增长和发展,与之相适应的安全文化建设也正在组织中悄然兴起,并且逐步显示出强大的生命力。因此,安全文化建设,既是新形势下加强和改进企业思想政治工作的探索和尝试,又是把思想政治工作提高到一个新水平的探索和尝试。这一工作对民航空管安全与发展十分重要和有益。现就安全文化的内涵,安全文化与思想政治工作的关系,以安全文化为契机,谈一些粗浅的认识。
