This paper introduces a web-based pre-paid energy meter management system based on client / server (C / S) mode with Delphi 7.0 as its development tool and Oracle8.1.7 as its database. The practical significance of this system development is explained in detail. Development tools, core technologies, structural modules, and the functions implemented by each module.
