第一条为了有计划地供应食油,稳定油价和妥善的安排生产,根据原中央人民政府财政经济委员会(以下简称中财委)关于实行食油计划供应(以下简称统销)的指示精神,结合本省具体情况,制定本办法。第二条西安市、各县(市)以上城市、工矿区及交通要道之重要集镇,实行食油定量凭证供应;关中地区及汉中专区县以下一般集镇及农村缺油户,实行民主评议,凭证供应;陕北地区及安康、商雒专区县以下一般集镇及农村缺油户,实行掌握供应。第三条凡实行食油定量凭证供应的地区,由国营油脂公司办理统销业务,无国营油脂公司机构者,由供销合作社或国营百货公司、贸易公司代理;县以下一般集镇及农村缺油户,由供销合作社办理供应业务。第四条供应标准:
