接中央人民政府政務院一九五四年六月二十五日(54)政財字第五十六號关於頒發國家機關工作人員工資,包亁費標準及有關事項的規定的命令內稱:「為了使國家機關工作人員的工资制度進一步地統一、合理和使供給(包乾)制工作人員的待遇逐步過渡到工資制,並在生產發展的基礎上,进一步地提高工作人員的待遇起見.茲又修訂與制定了各類國家機關工作人員的工資標準及包亁費(伙食、服裝、津貼)標準表,一併頒發施行。本院於一九五二年頒發之政財字第八十五號通知及附表,政財齊字第一○四號通知及附發之技術人員、翻譯人員工資標準
